NY Times says witness intimidation is killing the chance of big city homicide convictions.
Reaction from a scrappy Philadelphia tabloid reporter:

Seriously folks, PC was glad to see the country's mainstreamiest daily devote a series to the one thing that has broken Lady Justice's heart this past decade.
Still, PC was sorta angry that the New Jersey reporter focused on Baltimore and Boston, and not Philadelphia, to show how the silent cancer has spread.
C'mon, we are right over the Ben Franklin, and are the newly crowned homicide kings (Thanks David).
But the story was pretty interesting. It touched upon the creditability of single witness cases and how thugs instill fear in poor urban America.
Here is a bite:
"In both Baltimore and Boston, where “stop snitching” campaigns by rap artists and gang leaders have urged city residents not to cooperate with the authorities, prosecutors estimate that witnesses face some sort of intimidation in 80 percent of all homicide cases. In Essex County, prosecutors report that witnesses in two-thirds of their homicides receive overt threats not to testify, with defendants and their supporters sometimes canvassing witnesses’ neighborhoods wearing T-shirts printed with the witnesses’ photographs or distributing copies of their statements to the police.
Dozens of New Jersey murder cases have been undone over the past five years after witnesses were killed, disappeared before trial or changed their stories. In 2004, the Newark police determined that four people found dead in a vacant lot had been killed to silence a witness to a murder; a witness to that quadruple homicide was later shot to death as well. "

Snitchin' Snitchin' Snitchin'
What to do about snitching. It's hard to deal with this issue, because all organized crime gangs deal with it in such a brutal fashion. The Jewish, Italian, Irish, and Latino/Chicano gangs all killed their snitches. So why is this any different? The rap artists endorsing it? The T-shirts. Sure the mob never wore shirts proclaiming it. Is it the fact that the intimidation is so blatant? If I remember, the FBI and CIA had to step in to clamp down on these guys. Counter Intelligence ops, the works.
Do we label these guys terrorists? Enemy Combatants? They are using terrorism to undermine the way of life in urban America. They are probably doing more harm to us than most Terror networks combined. Do you send them to Gitmo, or Cairo? I'm sure that'd break them pretty quick. It'd be an ugly, disturbing process, but it would get the job done. These guys are costing us tons of money. Either way. If they don't get convicted and the cases against them fail. If they go to jail, each inmate costs the tax payer tons of money.
I've got a whole different argument about jail, but I'll save that for another post.

You know what would really help this section? A table of the murder rates for the past 3 years by month (including the current year) or a running tally at the top of murders in Philadelphia so far this year. It's an astounding figure that really helps support a lot of your commentary here.
