Buzz Off Teens
A 15-year-old boy is the suspected little punk who shot a South Philly 4-year-old, cops said yesterday announcing his arrest.

Philly Confidential can’t comprehend why a 15-year-old doesn’t have enough sense or compassion to stop himself from firing a gun on a crowded street right before nightfall.
The sad thing is that this kid is one of countless gun-loving teens roaming this city. Police have said that they have been arresting more youth (under the age of 18) over the last few years. Still, cops have stressed that they can’t stop this scary rise in statistics without help from the other factions of society. Officers have said if things are going to change, families need to start minding their children, and not wait for the over-burden school district to parent their kids. Parents, especially those living in low-income neighborhoods, have asked how are they supposed to keep their children out of trouble when the local schools are plagued with violence and few kids actually attend class to learn. Many teens have complained that the city offers too few after-school activities (basketball, a nearby recreation center, etc.), and the streets are their only source of entertainment.
The cycle of finger-pointing is a long way from slowing down.
In the meantime, PC wants the public to research the Mosquito sounds system, an outdoor device that emanates an annoying high-pitched device that only teens can hear.
This is not a joke Adults of Philadelphia. Europeans rave about how they no longer see groups of loitering teenage punks in their neighborhoods.
Something has to be done in this city to stop teens from terrorizing Philadelphians. As they say, enough is enough.

The ultra sonic deterrant sounds like a fabulous idea. It's a shame to consider teens as pests or an infestation, but I know how disorderly unsupervised teens can be. I'm a highschool teacher in the school district, and I spent a few years in Southwest Germantown. And, I'll tell you, they have no sense of impulse control, unless a parent or someone they respect hassles them. At least as a teacher, I have some kind of state-backed authority when in school, but on the street I'm just another guy telling obnoxious kids to go home.
Parents DO need to discipline their kids, and they need to teach their kids to respect their elders/authority figures. I place about 80% of the blame on the parents in this situation. A child learns a great deal of their behaviors from their parents. And, this is clear proof of what they're learning.
While I was in Germantown, I taught a few kids that I actually lived around, so I got to see them night and day, and observe how the whole cycle functioned. Many of the kids never went to bed at a decent hour. Kids from six years old to 15 were up at midnight, one AM, talking and carrying on. The whole time I wondered where the parents were? Many of the parents were home, but didn't bother to make their kids do homework. They were inside watching TV, playing cards, etc.. They were generally not interested in the kids. A few times, i walked over and had a talk with them as a teacher concerned about their grades. The parents tried to brush me off, or were too busy watching TV. It was ashame, really.
You don't need to be rich to have good manners. Common Courtesy, respect, and good behavior costs nothing, but some attention showed.
