Where to begin? In the first, big, neighborhood-oriented candidate forum of the election season, the candidates in attendance and the good people of Mt. Airy came up big. Over 300 people packed the Brossman Center at the Lutheran Theological Seminary on Germantown Ave to see Dwight Evans, Tom Knox, Michael Nutter and Green Party nominee Dr. Kerry Foster (I'll have more about him soon).

Event organizers said they reached out to all declared or likely candidates back in November and invited Dr. Foster when he contacted them. The first applause line of the night came when the event facilitator explained that they intended to have candidates from both major parties in attendance but that there continues to be "no Republicans." Somehow, I could tell that even if a Republican had shown up, they wouldn't have been very welcome.
The format was simple and the event was well organized. Candidates fielded questions in alphabetical order and were asked to keep their answers to 2 minutes. The first round consisted of one question for each candidate that was tailored to that specific person. After that, candidates were asked three additional questions that were the same for each of them. Finally, the floor would be open and members of the audience could ask any candidate whatever they wanted.
Round One
The questions asked by the facilitator were generated from a survey sent out to the email lists of the West Mount Airy Neighbors (WMAN) and the East Mount Airy Neighbors (EMAN). Evans received the first softball question about how he would replicate his success in West Oak Lane in the rest of the city. You can probably find the answer on his website so I won't bore you with it here.
Foster then took a very good question about what he sees is the role of the Green Party or other third parties in this election. I've got to give the guy credit. He knows he doesn't have a shot at winning and he knows that WMAN and EMAN know that. He answered the question with class and the way it was supposed to be answered. Essentially, he said, 3rd parties are to remind everyone that this is a democracy and that when certain issues are not talked about - mostly having to do with issues of social justice - 3rd parties fill the void to remind us that not everyone's needs are being included in the debate. His performance may have earned him a spot somewhere on thenextmayor.com. At the very least it'll earn him a blog post in the near future in which I'll post the material that he bombarded me with a couple weeks ago.
Knox took a question about how his business background would prepare him to be mayor. Fielding the question from the candidate table instead of the podium, he dusted off the old cherry of "taking the for sale sign off of City Hall" but he acknowledged that it's just a slogan and didn't say it again for the rest of the night. Knox also threw out some numbers, claiming that he thinks there's at least "$400 million that can be recovered" but reforming the budget and cutting waste. Hopefully, Knox's group will put out some detailed papers that show us where all of that money is coming from (and whether I can get me a piece of the action).
Nutter batted clean-up and after making a comment about how he'd broken a few rules of protocol lately (Carol Campbell, anyone?) and couldn't afford to break the rules like Tom Knox, he took the podium and fielded yet another softball about what his experiences in City Council have taught him. He played up his tendency to be brutally honest, to compromise when the perfect is unattainable and that whenever another City Council member or elected official is in the room, they need to be acknowledged. Well, he didn't so much say that as much as he implied it by acknowledging Marian Tasco and State Rep. Cherelle Parker who were among the crowd. I'll never understand the obligatory make-sure-everyone-knows-which-elected-official-is-in-the-room tactic but I guess that's why I'll never be one of them (that and the college indiscretions).
Round Two
With round one in the books, we moved to round two, in which each candidate answered the following questions:
1. What are you going to do about the schools, which 85% of respondents said was the highest priority?
2. While the murder rate is a major topic, other minor crimes continue to occur throughout Mount Airy, what will you do to reduce all crimes?
3. How will you improve the delivery of city services?
Highlights of their answers include:
Foster pointing out that more money is spent on corrections than education (feel free to check that). He then said something that I don't necessarily agree with, "everyone is not college material." I'll do a post about that later so you can sound off and tell me I'm crazy.
While answering the question about education, Knox acknowledge that his attacks on the ethics in city government were not aimed at his competitors and said that "you can feel comfortable voting for the other guys" to which Nutter, during his turn, said he "accepts Tom Knox's endorsement" and that he's "liking this campaigning thing." Much laughter ensued.
Evans continued to make his comparisons with the work done by Mayors Dinkins, Giuliani and Bloomberg in New York when talking about how he wants to reduce crime. Knox fires back to Nutter that he was actually "endorsing him for the ministry" and then flashes some of that fancy preparation work by bringing up the fact that he knows how big a problem car break-ins at the Mount Airy train station have been. He suggested cameras at the parking lot that could be accessed through the web so people could watch their cars from work... and I guess watch them get broken into. The downside, he said, would be that the kids would know when you're getting home from work. It was an interesting idea, well-targeted for the audience and well-delivered, no mention on how to pay for it.
Unfortunately, Knox destroyed my overall positive assessment of his performance by going back to the well too often on a joke that got him a laugh early on. After making the point that he was the only candidate not using the podium, he went on to use every microphone in the room except for the podium until he finally used it and declared himself a "conformist." He was like that friend everyone has who makes a joke, gets the laugh, and then continues to make the joke until you're either just giving him an awkward courtesy laugh or you punch him in the face.
On reforming city services, Nutter got the best reaction when he describe that "loud noise" on January 8th 2008 as the "complete implosion of the Department of Licenses and Inspections.
Round Three
Having been to a few of these things, I know that "audience questions" can sometimes be only slightly less of a circus than Prime Minister's Questions. This time I was pleasantly surprised by the 7 questions and plan on stealing a few of them for the WHYY forum. Questions ranged from the Municipal Pension fund crisis to PennDOT's reconstructions of Germantown Ave. to Delaware Riverfront Planning to the resolution on the ballot against the Iraq war. That last one was a bit crunchy but not surprising for a section of the City that is considered very liberal. It was asked in a very intelligent way that made it a good test of judging the candidates.
Final Assessment
The crowd seemed to be slightly pro-Nutter with support for Evans second. Knox came across pretty well and clearly has been doing a lot of work since his abysmal performance at the African-American Chamber of Commerce meeting. Even Foster came across as a sensible candidate and a good standard-bearer for his party.
Hopefully we can count on more of these forums being conducted throughout the city and that the candidates continue to conduct themselves like they did last night. Gosh, what part of the city wouldn't be considered "very liberal"? ;-)
I actually got to hear Knox at another recent event where he also talked about that $400 million in savings. I also got to ask him for some idea as to where the waste was and got a couple fairly concrete examples: first, he said that the city's doing a poor job of investing its pension fund and that many private companies get annual returns that are several percentage points higher (he also gave some specific numbers). Second, he talked about how the city is spending (or mis-spending) a good bit of its money on social services with questionable returns at best (it sounded like he was talking about the issue I brought up in response to the ethics agenda, and have mentioned on several other occasions, both here and in the phillyblog politics forum).
While he seemed pretty knowledgeable, he did stumble a bit when a couple people asked him some fairly specific questions about city services and programs that, in his defense, I wouldn't have necessarily expected to be asked in that particular setting.
He didn't change my mind about supporting Nutter but, overall, I left the event with a good impression of Knox.

I realized last night after I finished up with that report that I had forgotten to include the "exchange" that occurred between Nutter and Knox over the pension fund and employee healthcare question.
The question came from an audience member who was waving a copy of one of my favorite PICA reports. Nutter's answer boiled down to reciting all of the numbers contained in the report and saying "we have to do something about that." Not bad. At least he demonstrated a command of the issue. Several questions later, Knox requested that he respond to that question and without naming Nutter said, "we heard a lot of numbers but no answer," and then proceeded to talk about the comparison of the city's pension fund returns and those of other large institutions. While I liked his answer, my overall impression was that perhaps he'd be well-suited to be brought in by the next mayor to work on that specific problem. If he continues to improve on the campaign trail, though, who knows?
