I wonder if he updated his previous plan or if he's just trying to get the same kind of media attention Fattah did when he released his plan. Either way, people who haven't been following things closely may view him as playing catch-up, even though he could well have been the very first candidate to release a a crime proposal.

Actually, Michael Nutter was the first candidate to release a crime proposal. He was the first to stand for a comprehensive ethics reform plan. As far as real issues are concerned, Nutter has been leading the way.
For some reason, the media outlets chose not to pay attention.

I look forward to hearing the details, I really like the idea about declaring a state of emergency in certain areas. The fact that Street refused to consider it probably means its a good idea. I haven't heard anyone else mention it thus far.

So Nutter thinks resorting to Nazi tactics can solve the problems of this city. He just wants to throw Constitutional protections out the window because his constituants don't know how to act.
Just another sign this whole country is not the America I grew up in. He states "If you live in one of the 10 worst hot spots in the city where there's a murder a day and multiple people being shot I think most people are willing to put up with a little bit of inconvenience in order to be safe in their community and at their home." Hitler adopted the same approach to achieve law and order in Germany.

Unfortunately the only thing that will work as bad shape as this city is in is to declare "war" on the perpetrators of these crimes. I applaud this plan and disagree that agressive policing has to be unconstitutional. We must stop the actions of those terrorizing the citizens of this city. I have lived in Boston as well as Houston and have not seen the violence and despair that has a stranglehold on this city. How will Philadelphia ever be considered a world class city when you can't go a night without bloodshed? We are a long way from the Olympics and it isn't "a great day" in Philadelphia.
