This report from Evans is too little to late. Most people in Philadelphia who are going to vote based on environmental issues were looking for a candidate to offer something at the Next Great City forum last week.
All Evans could offer was his ego. He showed little understanding of these issues when he had to talk about them on a stage. In many instances he seemed to even express that a focus on sustainability was a luxury this city can still not afford.
And I'm still confused about what fixing PGW- which he makes the centerpeice of his plan- has to do with imporving the environment in philly- it is more of a fiscal/ social ill problem.
Just because a campaign aid can whip up a report an call it an environmental plan- doesn't mean that it addresses any of the environmental issues that citizens have clearly asked out next mayour to address.

First of all, I think that it is inaccurate to characterize fixing PGW as the "centerpiece" of Evans's plan (when it is roughly 1 page of a 19 page document).
