Rendell did utter that quote, he just qualified it with a very specific area that Knox would be "better" at and the ad leaves it off.
So, yes, the ad is misleading without technically lying. It's also more spin. Now that he's no longer an "outsider," the message has been tweaked to be specifically about not having held office. It also contains more (probably poll tested) sound bites sure to get people who are sick of ineffective government excited.
Rendell is a conceited slob - that fat pork chop has created this mess for our city, while he plans his next moves to benefit himself. Rendell should go back to New York where he came from and find some little town to amuse himself with...

Rendell has said Evans is most qualified, But he also told the Inquirer:
"One of the immediate challenges is to get the city's finances under control; no one is better than Tom."
And Rendell told the Daily News:
"Tom was a very important and vital part of that initiative, and his work was responsible for significant cost savings and productivity enhancements."
" 'If he was elected mayor,' the governor added, "he would know how to cut costs and wouldn't be afraid to kick some butt in the bureaucracy."
