From today's Metro:
Carey Dearnley, a public relations consultant contracted by the SRC, has been singled out by the group several times. She contends that the $162,000 she receives over two years is well worth it.
“We’re not duplicating work done at the district, we’re supplicating [for] the work done at the district,” said Dearnley.
Yes, Ms. Dearnley, you very well may be "supplicating" for the work (and the money you get paid for the work) done at the school district. But what kind of public relations work are you doing? In this case, not very good.

Corporate PR departments are the biggest waste of money around.
If these organizations just did the job right and competently, they wouldn't need overpaid PR hacks with no real skills to cover their stupidity.

1. Assuming that the Metro got the quote right and that she did in fact misspeak is questionable, IMO.
2. This kind of line-by-line examination of the budget by organizations that seek to improve education in the city is extremely unhelpful. These amounts are small in the scheme of things, and while little things certainly add up, the fact is that budget cuts have been directed at the district administrative level rather than schools in many cases. This probably increases the reliance on outside consultants.
3. These groups and others should be defending the district and advocating for more money from the state. The bottom line is that the Philadelphia School District has to do more education of at-risk, special needs and impoverished students with far fewer dollars per student than any other district in the state. Unless these "advocates" have actual evidence of malfeasance, or direct knowledge of work being outsourced when there was internal capacity and expertise available, they need to keep their eye on the ball, which is inadequate funding, not misdirected spending. Nothing in the article suggests to me that that's the case.
