Right now, the group is getting a presentation about economic development efforts in Dayton, Ohio. Starting in 1972, these efforts included several downtown redevelopment projects, industrial park and site development, neighborhood development projects, etc.

Traditional retail downtown didn't work. Convention center and hotel development didn't work. High rise office towers didn't work. A highway that shuffled people to the suburbs created sprawl. Retaining "old domestic" companies didn't work.
What sort of worked?
Airport development and protection of the regions aquifer helped. Developers could get land for cheap if they took steps to remediate old environmental damage and create more green buildings.
What worked well?
Arts investment in downtown, minor league sports (cool!), downtown housing, historic district development, neighborhood rehab and university-based housing are all examples of things that worked. Apparently the young, just-out-of-college students have moved into the downtown housing. That contrasts with Philly, where high-end housing in Center City has attracted the empty nesters while the young, creative-class, recent grads gravitate towards the neighborhoods.
Dayton also downsized its city government, with little push back from the unions, improving their bond rating and making government more efficient.

In terms of what has been left undone, it's the same story as Philly.
Racial reconciliation has gone unresolved. There's still a need to embrace regionalism, in their case, city-county consolidation, in our case, city-suburban relationships. And on the federal level, there's still no "Marshal Plan" for cities that can help deal with the difficulties presented to cities like Dayton and Philadelphia in the face of global competition.
