    Philadelphia Parking Authority takes candy from a baby

    Well, ok. By candy I mean ice cream and by baby I mean everyone that would have otherwise gotten the free ice cream being handed out Broad and Chestnut.

    Philly Chit Chat captured the whole thing on camera and reported on the incident.

    I'm all about cracking down on illegally parked trucks in Center City, especially UPS and other delivery trucks that think engaging flashers turns any patch of asphalt - including lanes of traffic and bike lanes - into a legal parking spot.

    But c'mon... you can't kill a free ice cream buzz! (Plus, the commercials for those M&M ice cream treats crack me up. Must be Friday.)

    PPA uses illegal means to make money every minute of every day. This organization rivals that of a two-bit mob operation with the schemes they pull. I have noticed that the new trend for meter maids is to write violations and leave them under the windshield wiper on the far passenger side and in a way that only half the width of the notice is secured by the wiper. This prevents the driver from even noticing the violation half the time and for the unlucky people who do not, the ticket is most likely to blow away as they are driving so they never even know until the notice in the mail arrives with the outrageous penalty for not paying on time. The PPA is yet another reason I am leaving this crooked-assed city.

    The PPA is the main reason I avoid going into the city. I'll bet their policies cost Philadelphia businesses millions every year. PPA is an out of control agency that does not in any way serve the public interest.

    I take my wife and kids into south Phila to visit my sick father who just had brain cancer surgery. I had no place to park as usual. Right after I moved out of my parents house 10 years ago the resident in that area got tired of the sporting event attendees parking in there spots, so the got a parking placard system in place. So they ticket now if you don't have a placard in your window. So I forgot a game was in session parked out on Biggler street an got a nice 41 dollar ticket. My dad is sick so he forgot to give me a placard for my van. I know I was wrong but 41 dollars. Holy shit!! Here is the real kicker. I had my FOP badge attached to my license plate. I guess being a cop don't help anymore. Phily sucks and I would never move back here under any circumstances. I know I sound a little pissed off, but half of these meter people are uneducated and would be on public assistance if it wasn't for this brainless job.

    The PPA describes their agency as "an efficient, well-organized transportation system that serves the needs of the public" on their home web site. That statement has obviously been thought up by a media relations expert with absolutely no knowledge of the Parking Authority. The PPA "officers" are morons who are unable to pass the Police Department test. (that's pretty pathetic-when was the last time you encountered a police officer with an I.Q. over 65?) The PPA's "administrative and judicial branches" consist of nothing but drones unable to make a living if it were not for the drones they are related to, or sub-standard education policies. When did the education requirement for city employees drop to seventh grade? The PPA also claims their "policies are fair, consistent and thorough". They left out the word "selective". Every Friday evening after sundown and every Saturday morning vehicles are illegally parked throughout the streets of Center City. These vehicles belong to any synagogue member. When I inquired as to why this is a common practice, I was told by the police officer that it was only "his job to watch these cars". These cars also display a sign indicating they are "attending services at the synagogue". How does overlooking illegal parking each week and a police officer's time, paid with taxpayer's dollars, fit in with their supposed "economic development"? This is clearly religious bias since these "policies" do not apply to any Christian Churches or Mosques throughout the city.

    I have to remember to read more complaints directed at the PPA more often. There isn't anything I love more than reading people rant and rave about paying $41 for something that was THEIR OWN FAULT. You would think that someone who has the intelligence to write such a thought out, irrelevant complaint would take the time to read a sign. Hm. Seems like a waste of intelligence to me. From cops to people who think cops are stupid it seems everyone wants to blame others for their own mistakes, people please search inward to find the cause of your problems. On a different note, 5020fcfe3f I would advise you to enroll in a civilian police academy if you can because you're opinion of cops is grossly clouded by your overbearing arrogance and false impression that you are always right. Cops are indeed quite smart, some more so than others, but it seems they are a lot smarter than you since they enforce the laws you break. Back to the point, the person who made this little post is a fool, don't blame your mistakes on the people who punish you, it's like a high school student blaming his teacher for giving him an F on a test when he is the one who didn't study.

    After I moved into Phila 2 yrs ago, I have had more than 5 parking tickets from PPA. Of course, most of times, it was my fault and I was only supposed to complain that the PPA people never missed an expired parking meter. But. on one occasion, one officer made mistake and gave me the ticket (while he was supposed to ticket the car in front of mine). I went through the appealing process, they gave me the appointment. They made me wait for about 1 hr and while I was explaing the situation, the appeal officer was writing me a payment slip instead of listening. Right after I finished, she said "here we go, this is how much you owe to PPA". I reappealed and samething happened. Maybe PPA is efficient in what they do, but just blindly ticketing and not admitting their fault is not the right way of doing their business!

    You can't be possibly from Phila. I think your in denial about the practices of the P.P.A. If your a cop, there are plenty of things that go on thats wrong. So what do you do? Nothing I suppose. You are simply a follower, thats what cops are (some not all) For the majority of you, being controlled is how you rather live your life. Stay in line, follow orders, get with the program. Do you know what the program is? I don't think you do. Mr. Yes man please become an individual and not a product of our backward ethics and teachings based on fear and controll.     PPA makes (before raising their fee from $20 to $36) about $150 million/year.
    They ticket cars that are allowed to park there (e.g. parking permit issued by the PPA).
    They ticket your car even if you have never parked in the area (I have gotten this) and since the ticket is not on your car you are getting one with a penalty.

    Your recourse: Go to court (take a half day off work) and PROVE that you did NOT park there.

    They are a scam and should all be tried for criminal activity.

    BTW their money does not go to the city coffers..it goes to their wallets.

    Kiosks in Old City charge a quarter for 8 minutes. For the maximum permitted time in the evenings of 3 hours, that translates to $5.75 (equivalent to 184 minutes). However, the kiosks display and charge $6. Am I missing something?
    This was reported to PPA 10 days back, and while they did collect my contact information, I do not expect to hear back.

    PPA is a huge scam. They might as well rob you pointblank with a gun. I've been ticketed, even when I had a pay stub on my curb side dashboard that wasn't even expired for 2hrs. I called them and told me to file a friggin appeal which could take days. Luckily the guy told me I can send my ticket stub which I got reimbursed for 2weeks later. Waste of time and energy.

    Another time they towed my car within 10mins of me moving the car at 6am. Supposedly It's okay to park there free of charge til 8am, but in fine print in like 1pt font, states that no care can park from 6-7am but u can park there all day otherwise. Long story short, $200 fee THAT doesn't include your ticket for something anyone could have overlooked easily. I agree PPA is pathetic and steals money even if they could from a little baby. Corrupt system, funny thing is... you can tell that it doesn't go towards the city it goes right into their pockets. pfffft. The $2.50 online fee ugh.

    Also try putting in $5 into the pay machine and press cancel. It won't refund it to you but instead print out the ticket. Even at 9pm, it'll max out the time til 11pm...even after its free after 10pm. GG


    Parking Wars:

    Even after watching the series of parking ticket wars on TV, which I must say I don't even feel bad for the PPA members. They could care less, it's just their day job and if you even listened to the people who got tickets, it doesn't matter if its 1sec or 1hr. You will lose because they need their money period. No wonder why the suburbs are so broke, they milk the hell out of it's residents. What a shame.


    COMPLAINT

    Preliminary Statement

    Plaintiff Robert L. Stephens brings this action to recover damages for the deprivation of his constitutional rights caused by Class Warfare profiling and treatment by the:


    Philadelphia Traffic Court
    Philadelphia Parking Authority
    Commonwealth of Pennsylvania
    The Bureau of Administrative Adjudication


    On August 8, 2009 on 52nd and Larchwood, Philadelphia, PA 19143, my car was pulled over by the police. At the time my son Alexander Stephens was driving the vehicle. Because the vehicle lacked valid registration, the officers started the implementation of their version of the Philadelphia Police Department “Live Stop” Policy Impoundment Procedures.
    Section A (4) States the operator and occupants will not be left at the location and that the police department will either transport them to their residence or another address within reasonable distance.
    The Officers version of this policy was to leave my son strained in what the police called a “Hostile Area”.
    Section A (8) States if an authorized tow truck does not arrive within thirty (30) minutes the Officer will issues the citation, and terminate the stop.
    My son was held for well over an hour.

    In both instances the Officers failed to follow appropriate procedures. The Officers held my son for over an hour and took a $ 22,000.00 vehicle for $150.00 fine. The Officers denied him assistance in making arrangements. They then left him in what they call a “Hostile Area” over thirty-five (35 ) miles from home with no access to public transportation available to Limerick PA. They told him to catch a bus, which route would only take him further away from home.

    A confiscation under the circumstances presented here consists of a penalty for an offense, which far out weights the offense itself. The action constituted “Cruel and Unusual Punishment.”

    Because the stop happened on a Saturday, and since Traffic Court was closed on Sunday, I had no alternative but to wait until Monday August 10, 2009 to try to retrieve my car. In this process I first went to The Philadelphia Traffic Court located on 800 Spring Garden, Philadelphia, PA. 19123 here I was sent to several windows and eventually went before a judge.

    Once in front of the judge my registration was submitted to the court. I was then required to post bail on the tickets, which were issued because of the “Live Stop”. I then went to another window and paid the bail. At this time my car was cleared of having any other violation.

    According to Chapter 13:
    “No person shall be convicted of violating 1301 (driving unregistered vehicle) if the person produces at the office of the issuing authority or at the office of the arresting police officer within five (5) days of the violation, a registration valid in this Commonwealth at the time of the arrest.”

    Furthermore, according to the guidelines of the Philadelphia Traffic Court Citations alleging violation of the Statutes below will cancel if the required proof is presented within five (5) days of issuance of the citation:
    1301 – Registration and certification of title required
    1311 - Registration card to be signed and exhibited on demand

    If all underlying offenses which lead to the tow were won in court the cost of the tow and storage fee should be eliminated. This in accordance with Part IV of Title 42.
    In any case of prosecution under the provisions of this Title in which the defender is found not guilty or any reason costs are not recovered from defendant, all costs of prosecution be paid as provided by Part IV of Title 42 relating to financial matters.

    This whole matter was supposed to have been handle administratively as is done other more influent areas in the state – this treatment was a matter of CLASS WARFARE and a violation of the 14th Amendment.

    No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

    On the same day, I was then sent to another window. Here I suppose to pay for the tow and get my car back. Now Added to the cost of the tow was a twenty-two percent Storage Tax. The Commonwealth establishes the maximum amount that can be charge for a tow.

    This tax is used to override that amount and inflict a more excessive charge for the tow. The tow cost was designed by state to cover the cost of the tow not as an avenue for the city to raise revenue. There are Property Taxes, Sales Taxes, Wage Taxes and Inheritance’s Taxes. All of these taxes are connected with ones wealth – what a person gains or uses. This “STORAGE TAX” puts an even greater burden on those who do not have the means to pay it. If you do not have the money within fifteen (15) days they will sell your car.

    This tax on storage, gives the police unauthorized authority to pick and choose whom they will put the burden on. Unfortunately the victims are mainly young Black and Hispanic males. This is only practiced in the poorer communities of the state. To impose twenty-two ( 22 ) percent tax on storage is illegal and it denies a person of their constitutional rights.

    Next I was given a list of tickets dating back twenty-one (21) years. This is when they tried to steal my car. These tickets totaled over $ 700.00. All of the citations except one were for parking. The only parking ticket I remembered was dated on a day I was parked too long at a meter.
    I remember this day because it happened on the day that I went Parking Authority to clear up any outstanding fines I had in Philadelphia because I had moved to Limerick, PA.

    Although this ticket was paid it was listed along with the others. Also, none of the tickets that were presented were connected to the vehicle or license plate, which had been confiscated and several of the citations belonged to someone else.

    Parking tickets are considered “Civil Matters”. All of the tickets with the exception of one were Civil Offenses that had past the Statue of Limitation. According to § 5524 Two-year Limitation the following actions and proceedings must be commenced within two years:
    (5) An action upon a statute for a civil penalty or forfeiture.

    The confiscation consisted of a Civil Action brought on behalf of the State by the Philadelphia Parking Authority. This is not a criminal case brought on by a
    Criminal Defendant, rather, it is a civil action brought against a certain property that the Parking Authority alleges was used in an unlawful manner. Under the confiscation law the car had to be involved in an illegal act to be held. When the registration was produced and the bail was posted and the vehicle was cleared of any other charges the vehicle should have been released.

    The confiscation of my car was to seize property for the public treasury. To confiscate a $22, 000.00 cars and put an individual out of work for $ 150.00 ticket consists of cruel an unusual punishment. It also, constitutes and unreasonable seizure.

    The Legislative History of Public Law No 95-633 is contained in 1978 US Code CONGRESS AND ADMINISTRATIVE NEWS p 9496, in a joint Explanatory Statement contained on page 9522, congress admitted the due to THE “PENAL NATURE” of civil forfeiture statues, it intended for forfeiture to apply only where “SUBSTANTIAL CONNECTIONS” could be shown between the property and the criminal activity.

    When my car was cleared it should have been immediately let go. To improperly use forfeiture, can be equated to using loaded dice to cheat unknowing victims. The action employed consisted of an illegal means to raise revenue. To hold my car ransom was an act of extortion.

    It goes back to “Class Warfare” since all the tickets were older than the car. The car should not have been held. Now in order to get my car back I had to go to the Bureau of Administrative Adjudication (BAA) 913 Filbert Street Philadelphia, PA 19107.

    Even before I went into the hearing room I was told, that if I spoke, or if I attempted to say that the tickets were not mine that they would not give me my car and that in (15) fifteen days the vehicle would be sold. Added to this I had a witness with me who could verify that some of the tickets were his.

    The BAA then forced me to sign an agreement to pay for tickets, which did not belong to my vehicle or me. They reinforced the fact that my vehicle would not be returned if I didn’t sign the agreement. The agreement I was forced to sign was an illegal agreement. It was signing an agreement that stated the tickets were mine and that I would pay for them. Furthermore, all of the tickets in question had past the “Statue of Limitation” for civil fines penalties and forfeiters.

    The BAA actions constituted an act of fraud. They used my vehicle to force me to be a participant in that fraud and obstruction of justice. In accordance with Chapter 12-28000 of Title 12 of the Philadelphia Traffic Code, I have certain rights:
    Statement 3 - that during the hearing I would be given the opportunity to protest the fine penalty or both.
    I was told if I spoke I would not get my car back.
    Statement 4 - the original or any true copy of the tickets containing all material information required by 12-2804 of the Philadelphia code is prima facie evidence that the violation occurred.
    I did not know about the tickets until the day of the hearing.
    The Constitution States: No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
    It also states, Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures.

    The BAA used blackmail; extortion, fraud and the kidnapping of my vehicle to force me to agree to pay for tickets, which had past the statue of limitation, tickets that were paid for or tickets that were not connected to me or my vehicle. In order to do this they held my car hostage and went back twenty one (21) years to try and justify their actions. This is a common tactic that is used against the less formulate (victims who can not afford can not get and attorney) and less educated in Pennsylvania.

    In an attempt to correct the situation surrounding the tickets I made several appeals to the BAA and the Philadelphia Traffic Court. I followed the appeal procedures and went to the Office on more than one occasion. Since the hearing in which the threats and extortion took place were recorded. I requested transcripts of the hearing.

    The response to my request for appeal continued to be that the tickets were too old to be heard. The BAA stated the tapes could not be released because of confidentiality. After several requests this story later changed. I was told I could request the tapes. However with this came a refusal to provide the procedure. The BAA also, gave a flat out refusal on how to appeal to a higher court.

    When I went to Common Plea Court, I was advised that I needed documentation from the BBA that the case was heard and that the verdict was not in my favor. The BAA refused to provide this paper work. When I returned to the Court of Common Plea they advised me that I would have to get a lawyer and file suit against BAA. They also stated; that this was a Common practice with the BAA.

    Again, a case of “ CLASS WAR” if you pay for tow and storage, they add taxes, if you manage to pay the taxes they go back twenty years to see if anyone, with profile similar to yours owes them money. Now they force you to pay for that.

    Then they tell you to shut up or we will keep you car. Next there is a refusal to let you appeal what is owed – stating that it is past the STATUES OF LIMITATION. However, when you talk with the PPA they tell you there is no statue of limitation civil fines and penalties.
    All this is done believing that you do not have means to pay for an attorney or the education needed to fight governmental extortion. . This practice permits the PPA with the States and the Court of Common Pleas approval to sell cars that might be connected with tickets that have past the Statue of Limitation.

    Surrounding this matter the BAA Director Clorise Wynn had no problem in responding to my written communication as if she were responding to a two year old. She then took the matter a step further, she had a collection agency make calls to a family member who does not drive and has never driven a car. Again this is a method of punishing individuals who do not have the means to fight unfair treatment

    Added to this the process is degrading and dehumanizing. At the Philadelphia Traffic Court you are told be there one half hour early. At that time there is a line outside which extents around the corner. You have to stand there until they open. When they do open, you must go through a search as if you were a criminal. Then instead of going to the window paying the fine and getting your car back, you have to go from window to window until you can figure out what the procedure is.


    Please keep in mind that each window has a line you must wait in. Eventually, you are told you will see a judge. Two issues that bare a need for attention:
    1) You are not told that you have to see a judge – if one comes in improperly dressed according to the Traffic Court staff they are sent home.
    2) You are told be there one half hour early 8:00 am. They do not open until 8:30. However the judge does not come in to 10:00 am

    You must stand and wait regardless of your health condition. Again this dehumanizing method is geared toward those on a “LOWER SOCIO - ECONOMIC LEVEL” It shows the less fortunate in the state are denied their constitutional rights of equal treatment under the law.

    At the BBA there are NO PUBLIC RESTROOMS. You are told to go to the Greyhound Bus Terminal. If your name is called while you are there you will not be serviced. The BAA serves hundreds of people daily and there is a long waiting period before one’s name is called. A public building in which long waits are required should have a public restroom. But since this building does not a public restroom a person should not be penalized because nature called. Furthermore, in higher income counties of the State every Court House has public restrooms. This
    Is simply another way the State permits the dehumanization of its less fortunate citizens.

    At the BAA no one explains what is going on and the staff is extremely rude. That is unless you are fortunate to have a lawyer. When this is the case you are treated with respect and seen right away. Everyone is not fortunate enough to have a college degree or have the ability to pay for a lawyer.

    You are told you must appear in court; however they will not give you the date of the hearing. One must learn to navigate the system to find out when and where to appear. This takes the humiliating process of dealing with people in all offices concerned talking to you as if you were less than human.

    Today, I just received an e-mail from my boss stating that I had received a ticket for illegally parking in front of a fire hydrant. The only problem is, I was no where near the city. I'm from the allentown area and I just happened to be in Whitehall that day. I have a time sheet and possibly GPS records to show that. Unfortunately, my company paid it and now they want to deduct this expense from my paycheck. The ticket said Notice of Default. I never received the written ticket because I was never there. How is it possible for someone to write a ticket if the vehicle wasn't even there? Where are these people getting these plate numbers from? I find it hard to believe that some bean counter somewhere is sitting on his/her a**, and tracking down plate numbers. Where is this anarchy coming from. I wish I could illegally take peoples money at the drop of a hat or a ticket for that matter. This world is getting worse by the second and stuff like this contributes to it. No wonder no one has money, because the government and local authorities take it with no remorse. But if the american public would "steal", they would goto jail. I don't understand the logic in this......

    In January 2010, I spent a weekend in Philly at the Residence Inn Center City. I drove from North Carolina, checked my car with hotel valet and didn't drive anywhere until I left a few days later to drive home. Four months later, I received a letter from PPA informing me of a hearing date in two weeks regarding my parking citation.

    What?? I never received a citation.

    After speaking to the hotel valet supervisor, I was told that sometimes, if the cars are outside waiting to be parked by the valet and it's been too long, citations are written and the valet takes care of them. They schedule a hearing for a batch of citations and try to have them dropped or they pay them.

    Ok, that's fine I guess, but maybe someone should have informed me that MY car was one of THOSE cars that got a citation in the first place. No one ever did - not the valet, the hotel, or the PPA.

    My question is, if the cars are waiting to be parked by the hotel valet, why is the PPA issuing citations on those vehicles?

    So I calmly and politely call the PPA, but I get a really obnoxiously rude woman on the phone with the "yeah, right, ok, what do you want, I've heard this a million times" attitude. I don't have a citation number since I never GOT a citation, it's not indicated in the notice that I got in the mail for the hearing, and I'm surely not driving 500 miles to appear in parking court. She finally instructs me to write hearing examiner and request the ticket be dismissed. I don't even know where the citation was written, but she informs me is was on the same street that runs in front of the hotel.

    I wrote the letter, included the bill with valet charges, and I had it in the mail more than a week prior to the hearing. I never heard a word. That was the end of May. Today, more than 2 months after that hearing date, I get a threat letter in the mail telling me that I have failed to abide by the court's decision, I'm now in default, must pay them immediately for the full amount and any reduced fines have now been reinstated, I'm subject to booting, blah, blah, blah.

    Again, I say WHAT???

    This new letter further states that if I wanted to appeal, I had to do so within 30 days of the judgement, (which has now passed) and they have no record of any written appeal.

    So...to sum this up nicely...I use valet parking in the city, the valet doesn't park my car fast enough, I get a ticket that the valet keeps so I know nothing about it, I never receive anything from the PPA until 2 weeks before a hearing that I knew nothing about, I get attitude from their phone operators, I mail a letter and proof of paying for valet service more than a week prior to the hearing, again I hear nothing, and 2 months later (7 months AFTER the citation) I am told that I am in default for not abiding by the court's order, which again, I never received. Now I am just angry. I just wrote to Parking Wars, Governor Rendell, The PPA Chair - Joe Ashdale, and just about anyone else that I can expose this group of frauds to.

    And I will NEVER visit Philadelphia again.

    Today a PPA worker gave me a ticket when I moved my car 3 spaces in front after the 1 hour limit... Isn't that still valid? I tried to confront her but she was on her cell phone chatting away. I literally had to follow her 2 blocks until she finally hung up her cell. I explained that I moved my car after an hour only a few spaces up. She told me I was harassing her!!!! REALLY?

    I had my first experience with the PPA yesterday. I found out first hand what a scam operation it is. There are tickets on the system under my name that are completely fake! Oh, by the way, they tacked on $119.00 for apparently being "late", any ticket(s) I had were issued 2 weeks ago? Um, where do they get "late" from? Unbelievable. I'm sure me trying to fight this is going to get me nothing but headaches..even if i get a lawyer...It's despicable, especially in these tough times when folks are struggling to put food on their table, that there's a government agency out there literally robbing people...

FOR TRANSPORTATION, IT IS MY PRIMARY MEANS OF TRANSPORTATION. I AM UNABLE TO REGISTER IT TO GET A PARKING PERMIT FOR THE STREET I LIVE ON BECAUSE IT IS NOT REGISTERED TO MY HOME. I HAVE RECEIVED NUMEROUS TICKETS FOR THIS VEH AS IT IS IN THE WINTER, WHEN IT SNOWS I AM UNABLE TO PARK MY VEH IN THE BACK OF MY HOUSE AS THE CITY DOES NOT PLOW THOSE STREETS.     I was asked to go to the prison on State Road by US Facilities which handles maintenance at the prison. I have a pickup truck which is a work truck. I parked in a gravel parking lot which is used mostly by people visiting prisoners which is a free lot. I found a end spot in view of the guard shack which I figured was a safe spot because the truck is loaded with tools and parts and I'd rather walk a huge distance as long as the truck is safe. The only signs posted were about crosswalks and loitering.
    Since I was never there before I had no idea where I had to go, I went to the guard shack and asked were was the building which I had to visit. The guard told me all the way on the other side of the property and that I might want to drive there because of the distance. I stated that I'll walk and that's my truck right over there and I parked there so he could see it. He said I "understand".

    I spent about 2 hours in the prison meeting and going over a problem and they were very happy when I showed them that they didn't need to spend about $2000 to replace a device that another vendor told them was shot. I got the device working and I was going to work up a price to complete the repair and they said they were looking forward to working with our company.

    When I returned to my truck I find a $51 parking ticket stating "No Truck Parking". No signs anywhere were posted about any kind of parking.
    I then talked to my boss and he told me to tell the people at the prison that we would not work there . I called the guy at that prison and told him we would not work there because we don't want to work in this city and deal with this kind of nonsense. He wasn't too happy to hear that I wouldn't deal with them.
    Now, I know most people would say just add it or hide it in their invoice. We shouldn't have to do that. The PPA knows it costs more than the ticket to fight a ticket.
    I always go out of my way anywhere to park my vehicles in a safe legal space and this is what you get with Philadelphia. I grew up in NE Philly and its sad to say I avoid the city as much as possible and I will not go to city events or businesses because who needs this CRAP?
    This is legalized stealing.

    I sent in payment a few days late, my ticket went from $31.00 to $53.00. When I checked and found out that they had cashed my $31.00 check, I taught I will now only pay the difference. To my greatest surprise,they sent me a new bill 0f $76.00, subtracting my $31.00 check I am left to pay a balance of $45.00. A ticket went from 31.00 to $76.00 in about a month.
    I do not know why they are doing this to people. This is 245% increase. How can they justify this type of increase

    My father received a late notice for a philly parking ticket. He is 71 years old has cancer and was never in Philly his entire life. He lives 400 miles away. How does this happen? I believe there needs to be a state based if not federal investigation into this. By sending these in the mail it constitutes mail fraud.
