Catherine Lucey points out in her story this means that the two at-large seats held by Republicans would likely be eliminated. I'm sort of undecided on this issue. Having two seats on City Council for Republicans guarantees a voice for political minorities. However, the current system basically gives a leg up to a political party with a very small base of support.
