Numbers game

Based on an editorial in today's Daily News, what do the following numbers represent?

5 is the number of years of probation received by Daniel Pellicciotti, "a white, able-bodied male skilled tradesman who bribed an MBEC official in order to get certified as a woman-owned company." Note, he's not a (a) minority, (b) woman or (c) person with a disability, the three types of people for whom there is a certain percentage of city contracts set aside. Also note, that percentage is not too much and the rest goes to white, able-bodied males.

38,000 is the combined number of dollars in fines and restitution to SEPTA that Pellicciotti was ordered to pay. Seems like a lot, right? Until you learn that -

430,000 is the number of dollars that the city and SEPTA contracts received by Pellicciotti were worth.

24-30 is the range of months in prison that Pellicciotti should have gotten according to the sentencing guidelines.

43.2 is the percentage, according to the 2000 census, of the city's population that is black.

0 is the percentage of the black population's vote that John Dougherty can expect to receive if he continues to show up in court rooms hugging convicted criminals like Pellicciotti who seek to defraud agencies that exist to help minority business owners.

Then again, he probably already knows that.
