Cardinal in the House

Foley, a Darby native, entered City Council Chambers for the first time in his life Thursday as Council proclaimed Dec. 13 as Cardinal John P. Foley Day. "What a nice way to come to Council," said the famously humble Foley. Councilman Juan Ramos had the idea of inviting him, and Foley did get the treatment reserved for Philadelphia royalty -- he got to park on the sidewalk.
