Deputy Mayor and Health Commissioner Donald F. Schwarz, MD, MPH, today announced the selection of Sam P. Gulino, M.D., as Chief Medical Examiner for the City of Philadelphia.
Currently Deputy Chief Medical Examiner of the Hillsborough County Medical Examiner Department in Tampa, Florida, Dr. Gulino has also served in Coroner and Medical Examiner’s Offices in Rochester, Minnesota; Kansas City, Missouri; Leesburg, Florida; and Miami, Florida. Dr. Gulino will assume the Philadelphia post in mid-April.
Dr. Schwarz said, ”I am very pleased that we have attracted such a strong and experienced leader to Philadelphia. Dr. Gulino has lectured and published widely on an array of topics with particular emphasis on recognizing deaths of children caused by abuse or other preventable causes.
His background will help us strengthen our relationships with the academic medical community, and strengthen our ability to learn from data to prevent tragedies, and contribute to the well being of Philadelphians.”

The Medical Examiner's Office gathers a large amount of data in the normal course of performing death investigations. Analysis of these data will help to identify preventable deaths and to promote public health and safety through initiatives aimed to reduce these deaths, “said Dr. Gulino.
The Medical Examiner's Office (MEO) investigates and determines the cause and manner of death in sudden, violent and suspicious deaths, including all homicides, suicides, accidents and drug-related deaths occurring in Philadelphia. The MEO investigates more than 5,000 deaths annually, of which almost 50% require a postmortem examination. The office provides positive identification of all decedents, preparation of autopsy reports for the criminal justice system, expert testimony in court, notification of next-of-kin, and grief assistance for family members.
The Medical Examiner is also participates in the Philadelphia Interdisciplinary Youth Fatality Review Team (PIYFRT - Homicide and Non-Homicide teams); the Fetal and Infant Mortality Review (FIMR); the Women's Death Review Team (WDRT); and the Infant Sudden Unexpected Infant Death Screening.
Dr. Gulino earned his B.S. and M.D. degrees from Northwestern University Medical School in Chicago. He performed his residency at the Mayo Graduate School of Medicine in Rochester, Minnesota, and his fellowship in forensic pathology at the Dade County Medical Examiner Department in Miami, Florida.
Board certified in Anatomic Pathology and Forensic Pathology, Dr. Gulino is a member of the National Association of Medical Examiners, the American Academy of Forensic Sciences, the United States and Canadian Academy of Pathology, and the American Medical Association.
Following a nationwide search conducted by Diversified Research Ray & Berandtson, a search committee including representatives of many City departments and community and professional representatives considered candidates for the position of Chief Medical Examiner. The search committee recommended Dr. Gulino to the Health Commissioner.
