This is an issue that's been in the background recently -- how to ease air-traffic congestion and reduce delays at New York area airports. But that seems unlikely, especially if there are significant reductions in flights by the airlines this fall and winter because of the fuel-price crisis. The chronic delays at PHL, JFK, La Guardia and Newark may ease on their own as the carriers reduce capacity.
