Well said, E Young! A few months ago I was walking past the Broad & Morris branch of the Free Library (where they have removed all the trash cans!!!) and there was a police car parked next to the curb. An officer sitting in the passenger seat cleaned the trash out of her car and dropped it on the sidewalk!!!!

I am starting to believe that people actually WANT to live in a trash heap. What else can account for such behavior?
