The Phillies announced this afternoon they have placed righthander Freddy Garcia on the 15-day disabled list with a strained right shoulder. To replace him, they have signed righthander Jose Mesa to a big-league contract. The Phillies will have to replace Garcia in the rotation with somebody, so I assume they will not make that move until his turn comes in the rotation Wednesday against the Chicago White Sox at Citizens Bank Park.
"Jose will add some experience to a generally young bullpen," Phillies assistant general manager Ruben Amaro Jr. said in a statement. "After seeing him in a recent workout we feel he will add some depth to the middle of our pen."

Zo, pursue accountability as a follow-up. Why didn't they check? One more indication this is the worst run organization in baseball, or close to it.

How mismanaged can a team be from GM or down. A pitcher has lost around 5 mph off his fastball at the end of last year and before you acquire him, you dont bother with a physical....come on!!!
$10,000,000...thats gonna end up coming out to $1,000,000 for each of his brutal starts.

Can The Phillies stoop any lower than bringing back Jose Mesa? I disagree it's a low-risk move. He's being foisted on fans who know only too well Gillick 1)With the exception of Alfonseca, ignored his bullpen needs during free agency and oversigned starters--bringing in Eaton AND Garcia to eat up $18 mil. of the payroll, and 2)Can do better than look for low-cost, "low-risk" options given the team will likely draw three million this year. Since their payroll has been reported as either ninth or 13th in the majors, depending on whether you count in Thome's money, if they want to get into the playoffs they need to INCREASE their payroll by the trade deadline not sign the first available formerly-booed-in-Philadelphia reliever with an ERA above 12.00!

If you read on in that article it reads that they DID do a physical before ST and he passed it. It's possible the Phils didn't do their HW, but injuries DO occasionally just happen, and there's nothing you can do about it. Maybe his offseason training wasn't as good, or he pushed himself too hard in ST, which screwed up his shoulder, etc. He DID pass the physical and the Phils don't just mail those in (see Joe Borowski).
